Self-management – concerned about how self-management will work if tracking the budget themselves and not able to pay for services from local contractors and claim against receipts.

Quarterly budgets – some concern about not being able to carry over unspent funds

Service list – some consumers still unhappy about a service list being introduced, but general acceptance

Consumer contributions – people concerned about the lack of information about consumer contributions

CHSP Providers

Support

Allied health – supportive of more up front episodic support connected to GEAT and home modifications.

Generally not a lot of support from CHSP providers for the reforms – mainly concern about losing grants, rather than focussing on opportunities to expand.
Concerns

Loss of guaranteed income – providers worried about losing grant revenue

Prices – local councils in particular have expressed pessimism that prices (which have not yet been determined) will not be sufficient to meet their costs.

Grant processes – concerned to have more details on supplementary grant arrangements.

Complexity – general view that it all seems too complex compared to a simple grant, including invoicing arrangements and keeping track of different funding streams
